PROJECT DESCRIPTION: Amelia Mayberry Park (Mayberry Park) is a 14-acre park located at 13201 East Meyer Road in the unincorporated community of South Whittier. According to the 2016 Parks Needs Assessment (PNA), the proposed Project is located in a study area with a moderate park need. Mayberry Park also serves neighboring communities experiencing moderate to high park need in the Gateway Study Area established by the 2022 PNA+. Mayberry Park features a variety of outdoor recreation and sports amenities, a large play area with equipment for children 2 to 12 years old, a gymnasium, and community center, where recreation and community services are provided. The play area is very well used and has not been refurbished since 2003. The amenities, including play equipment, safety surfacing, and seating, have outlived their useful lives. In Fall 2024, LA County Parks conducted an online community survey and received feedback from the community identifying priorities for the play area. Responses to the survey are informing the design of the proposed Project which will be posted on-site for the public prior to start of construction.
The proposed project scope includes replacing the existing playground equipment, shade canopies, and safety surfacing; renovating pathways and seating; and making related renovations.

EXEMPT STATUS: Categorical Exemption

REASONS FOR EXEMPTION: The proposed Project is categorically exempt from California Environmental Quality Act. The project, which includes the replacement of existing playground equipment shade canopies and safety surfacing; the renovation of pathways and seating; and related improvements, is within certain classes of projects that have been determined not to have a significant effect on the environment in that it meets the criteria set forth in sections 15301(d) and 15302(c) of the State CEQA Guidelines and Classes 1(c) and 2(e) of the County’s Environmental Document Reporting Procedures and Guidelines, Appendix G. The Project provides for restoration of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, and replacement of existing utility systems and/or facilities involving negligible or no expansion of capacity.
In addition, based on the proposed project records, it will comply with all applicable regulations, and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste site lists compiled pursuant to Government Code section 65962.5, or indications that it may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable.
