PROJECT DESCRIPTION:

The Charter Oak Park Security Lighting Project will increase dusk and evening lighting throughout major portions of the park, increase utilization of park amenities, and provide a safer experience for constituents and park staff. Lighting will be increased within and around parking lots, along primary and secondary walkways, across sport courts and sport fields, around the exterior of buildings and restrooms, and to other park amenities. The improvements will provide significant results, assisting DPR in delivering vital services and programming, such as Parks After Dark, in a safer, more energy-efficient, and welcoming manner. Proposed scope includes replacing existing light poles and fixtures that are damaged, non-functional, or at the end of their lifespan, installing additional new light poles and fixtures where appropriate, installing new exterior light fixtures around the exterior of buildings and restrooms, and replacing or installing new lighting control panels to better adjust and control park illuminance.

EXEMPT STATUS: Categorical Exemption

Sections 15302(c),  15303(e) and 15331 of the State CEQA Guidelines

 

REASONS FOR EXEMPTION:

The proposed project is categorically exempt from the California Environmental Quality Act (CEQA). The proposed project, which includes the removal and replacement of existing light fixtures and light poles, and installation of new light fixtures and poles, is within certain classes of projects that have been determined not to have a significant effect on the environment in that it meets the criteria set forth in sections 15302(c), 15303(e) and 15331 of the State CEQA Guidelines and Classes 2(e) and 3 (b) of the County’s Environmental Document Reporting Procedures and Guidelines, Appendix G. The project involves restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety; installation of small new structures; and maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation or reconstruction of historical resources in a manner consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring and Reconstructing Historic Buildings (1995), Weeks and Grimmer. In addition, based on the proposed project records, it will comply with all applicable regulations. There are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste sites compiled pursuant to Government Code Section 65962.5, or indications that it may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable.
