PROJECT TITLE: Compton Creek Trail Phase III – Notice of Exemption
PROJECT LOCATION:
Between 118th Street and El Segundo Boulevard, in the unincorporated community of Willowbrook.
PROJECT DESCRIPTION:
Compton Creek Phase Ill Trail Project will construct a new 0.75-mile multi-use trail along the western bank of Compton Creek in the high-need unincorporated community of Willowbrook. The trail will run parallel to the County Parks’ existing trail on the eastern bank of the creek, extending from 118th Street to El Segundo Boulevard. Upon completion, Phase Ill will create a 1.5-mile “wellness loop,” offering residents a safe and inviting space to exercise along an urban waterway, away from busy streets, while promoting both physical activity and mental well-being. The project will include a decomposed granite trail surface, drought-tolerant landscaping featuring native California plant species and shade trees, and stormwater best management practices (BMPs) for water collection and filtration. Additional amenities will consist of seating areas, interpretive signage, mile markers, enhanced fencing, civic art installations, and decorative access gateways, further strengthening the community’s connection to the natural environment.

REASONS FOR EXEMPTION:
The proposed project qualifies for categorical exemptions under CEQA Guidelines Sections 15301(d), 15303(e), 15304(b), and 15311(a), as it involves minor alteration of existing public facilities, installation of small accessory structures, minor alterations to land, and placement of accessory improvements. In addition, based on the proposed project records, it will comply with all applicable regulations, and it is not in a sensitive environment, and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste site lists compiled pursuant to Government Code section 65962.5, or indications that it may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable.
