Kenneth Hahn State Recreation Area – Yvonne B. Burke Sports Complex Stormwater Project- NOTICE OF EXEMPTION 

PROJECT TITLE: Yvonne B. Burke Sports Complex Stormwater Project

PROJECT LOCATION: 5409 S. Fairfax Ave, Los Angeles 90056

PROJECT DESCRIPTION:  The proposed project rehabilitates and modernizes the existing park drainage system by adding to the existing permeable and impermeable drainage swales within the Yvonne B. Burke Sports Complex to reduce water discharged to Fairfax Avenue and to the west. The proposed project consists of five infiltration basins with a total length of 385 feet; four bioretention cells with a total length of 110 feet; two vegetated swales with a total length of 555 feet; one stormwater planter with a total length of 60 feet; and one drywell. The project also includes improvements to an existing trail, a pedestrian bridge, and two interpretive signs describing the improvements.

EXEMPT STATUS: Categorical Exemption

TYPE, SECTION OR CODE: 15301 (c), 15303 (e) and 15304 (a)(b)

REASONS FOR EXEMPTION: The proposed project is categorically exempt under CEQA according to sections 15301 (c), 15303 (e) and 15304 (a)(b), because the project provides for minor alteration of existing public structures; installation of small new structures; grading on land with a slope of less than 10 percent; new landscaping and will not involve the removal of healthy, mature, and scenic trees.

In addition, based on the proposed project records, it will comply with all applicable regulations, and it is not in a sensitive environment, and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste site lists compiled pursuant to Government Code section 65962.5, or indications that it may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable.
