PROJECT TITLE: Lower LA River Gateway Greenway Park – Notice of Exemption
PROJECT LOCATION:
Along the Lower Los Angeles River between Somerset Boulevard and the I-91 Freeway in the cities of Paramount, Compton, and Long Beach.
PROJECT DESCRIPTION:
The Lower LA River Gateway Greenway Park Project is a transformative effort to revitalize a 1.3-mile stretch of the Lower LA River, creating a dynamic and accessible linear park for walking, biking, horseback riding, and connecting with nature. The project will feature the renovation of the 72nd Street Equestrian Park and the creation of a new river pavilion gateway that will serve as a welcoming access point for the community to engage with the river. The project will transform a 1.3-mile segment of the existing Lower LA River Trail corridor into a linear park with amenities such as a gateway pavilion, fencing, civic art, and new wayfinding signage. It will increase shade cover and enhance landscaping with native plantings, protect and restore important ecosystems, and promote carbon sequestration by expanding shade and plant habitats along the river corridor. The project will also improve visibility and access to much-needed recreation and open space.

EXEMPT STATUS: Categorical Exemption

REASONS FOR EXEMPTION: The proposed project qualifies for categorical exemptions under CEQA Guidelines Sections 15301(d), 15303(e), 15304(b), and 15311(a), as it involves minor alterations to existing public facilities, installation of small accessory structures, minor alterations to land, and placement of accessory improvements. In addition, based on the proposed project records, it will comply with all applicable regulations, and it is not in a sensitive environment, and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste site lists compiled pursuant to Government Code section 65962.5, or indications that it may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable.
