WHITTIER NARROWS PEDESTRIAN WALKING PATH PROJECT – NOTICE OF EXEMPTION 

PROJECT TITLE: Whittier Narrows Pedestrian Walking Path Project

PROJECT LOCATION: Whittier Narrows Recreation Area – 750 S. Santa Anita Ave. South El Monte, CA 91733

PROJECT DESCRIPTION:  The proposed project will enhance pedestrian path in Whittier Narrows Recreation Area, specifically street segments between Rush Street and Cortez Drive, to increase usage for walking and biking, as well as increasing safety for pedestrians and bicyclists. The project activities will include repair of the existing asphalt walking path measuring 1,000 linear feet; installation of mow curb and four(4) trees; and ADA improvements.

EXEMPT STATUS: Categorical Exemption

TYPE, SECTION OR CODE: 15301 (d), 15303(e) and 15304 (b)

REASONS FOR EXEMPTION: The proposed project is categorically exempt under California Environmental Quality Act (CEQA) according to sections 15301 (d), 15303 (e) and 15304 (b), because the project provides for repair of deteriorated facilities to meet current standards of public health and safety, construction of small new structures, new landscaping and will not involve the removal of healthy, mature and scenic trees.

Based on the proposed project records, it will comply with all applicable regulations, and it is not in a sensitive environment, and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste site lists compiled pursuant to Government Code section 65962.5, or indications that it may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable.
